dellorto drla 40 throttle butterfly position

Hi all I have a pair of dellorto 40 drla carbs on my 2054cc engine in my bug and she idles at 950rpm but I have noticed that the position of the butterflys at this speed has all ready gone passed and opened some of the progression ports is this right? Or should all the progression ports be closed when the engine is at idle
