There are a hundred variables. But a guess I say 10 psi. I assume you are running a carb and locked out distributor?

Still probably looking at the 10 psi range. Intercooler is never a bad idea at any boost level. Again there are tons of variables. Turbo, cam, drawrhrough/blow through, elevation, temp... Etc... But it seems like 10 psi is about the normal number I've seen the most throughout my reading.

I find the gas quality issue somewhat interesting across the country.

As was stated before, it all depends. Your combo, intake air temps, air/fuel ratio, ignition retard, state of tune, etc. all play a role as to how much boost you can safely run. Many who are running pump gas are seem to be anywhere between 8-14 psi or so. I'm personally running 10 psi on 91 pump gas, but with water-methanol spraying. I used to run about 8 psi without it and would get some pinging when the AT's were high. I am pretty careful when running pump gas as detonation can come upon you real fast even if you turn the boost up slightly.
