Yes, there are slots in the spring plates allowing some toe changes.
This is a mid-71 and later spring plate and has 3 slots. The earlier spring plates (68 to sometime in 71) had 2 plates and they (and the trailing arms) and an extra slot, that and they were place differently.

I edited the pix to see if I could see anything but not sure if I could.
What kind of rear grommets and bushings do you have? I have been told that the red poly urethane bushings and grommets are softer so they can become deformed with age and use. I also saw something about a lube to lessen wear but I am not sure about that. The black ones are supposedly better but no facts to prove either statement.

First step is to replace the spring plate bushings if they are original. They sag/compress and that causes the camber to also sag. Not a bad idea to do the IRS arm pivot bushings too.
I flipped the tear A arms to increase the camber, as when running low for circuit racing there is too much negative camber and the inner tyre edges overheat, but on a baha running high enough you should not need this drastic tweak, just replacing all the bushes as said should do the cure.
Thanks for all the responses! I’m going to start getting some parts together to get it back to normal. Also this makes me realize I have a ton to learn about VW suspension!
