Will rear fenders fit?

Can I install 73' bug fenders onto a 69' bug body?

No laws against that, the body tub has bumper brackets that do not interchange but the fender bolts are in the same enough locations
Yeah some may call it overkill, but you can't have too much overkill.

Not true. 68-73 all used the same bumper brackets.
The 73 fenders will fit the OP's car perfectly. The only thing that won't fit is his original 69 tail lights.
