getting through inspection (pa)

I have a '67 that i am in the process of getting through inspection. I really just needa car till I can finish the pan and channels on my '63. The problem is that it has rust all in along the rear luggage tray and the wheel well seams. I think I can piece in most of this area but does anyone have a donor car that I could get this area from? The other problems are the Reverse lights and the 4 way flashers, neither of which I can get to work. I will try to get parts for them but I need the car on the road asap think its worth trying to tell the inspection station thats its a late model '66 converted to 12 volt? Any ideas anyone?
