You'll need to convert to disc brakes up front and then redrill the rotors and get some "late" rear drums, machine down the snout to get your axle nut to fit, and then redrill.

Depending on how much you want to modify your bug. If your dead set on a set of clear tails, you can swap out your rear fenders for some that are '73 or later and get the clear tails that are readily available for those years. http://www.memoimports.com/prod04.htm
Or you could always go one-off and custom fit something else.

Correct me if I'm wrong, but wouldn't clear tail lights be illegal in the US? Aren't they supposed to be red? I believe that's what the Oregon Driver's Manual says. I did see on ebay yesterday a set of clear and a set of red aftermarket lenses though. They were for later year beetles. I also know you can get the halogen inserts for your headlights in different tints (yellow, clear, blue, and I could swear I've seen green somewhere). I have seen halogen inserts for your tail lights and brake lights too. Anyway, good luck with you customizing.

3rd brake light like a NB, eh? Well, do what i did. Install a NB 3rd brake light in the decklid. It worked for me. All you need is a jigsaw, a steady hand, some bondo, and ingenuity. It looks very sweet. You will have to bend the decklid slightly, and omit the deck hinge, unless you use a different placement, but all in all it works and looks great! I hope ive helped.

I have seen clear tailights for 62-67 style but they are a bit*h to find and you can expect to pay top dollar, I guess they only made a few, probably the vintage crowd didnt want them around because they are related to the "rice" scene. But you can get some smoked ones, they looked blacked out.

1.i want to add a third brake light similar to the ones on the new beetles, but does anyone make an aftermarket peice for this that you can weld in?

what type of headlights are you talking bout? I've been lookin for clear tailights for my 65 for a while now and no luck, so the best thing I recomend for you to do is to go with the regular taillights, or have them specially made for you but that might cost some money.

I live in Portland and basically all u need is a red reflector...the tails can be clear but u need red bulbs
