Need help with electrical problem

I've been trying to get all the electrical systems working in my 69 bug. But right now the way I have it set up I only have 1 high beam on when I turn on the hadlights and then when I flick my hi beam switch it alternates the light that has the high beam switched on. Anyone have any ideas, on what I should check?????

I have a 69 to. It sounds like they are wired incorrectly. I have the schematic for the 69. Email me if you want a copy of it.
