Cowl Panal under windsheild
Can the cowl panal be replaced. Pitted & rotted by hindge on the lower part of windshield from sitting so long.

By cowl panel I take it you mean the section between the back edge of the hood and the dash.
I have seen much tougher and larger areas replaced, but a good body person could do this. AT the very least I suspect you will have to gut your dash area before starting. Fortunately this is usually about the last piece left just before a THING body is scrapped so you shouldn't have a problem getting the repair part.
The easiest way to do this might be to cut the body in the middle of the front doors and do the entire front half. That might prove to be the cheapest as well, as it would involve the least amount of body work. With rust in the cowl you might have a lot more in adjacent areas, down in the door jams etc.
Have your body person look it over and make a recommendation as to there to cut, with an eye to either of the above ideas vs how much you could do yourself.
Anyone out there have a front body half for sale???

Cowl Panal under windsheild
Good info I already have a parts car and stripped it out. Would it be better to take the entire cowl and dash? My car is not that bad the problem is that it sat for ten years and their are some trouble spots of water accumalation.

Any cutting in the cowl/dash area will be time consuming and/or expensive just to redo the body work.
My suggestion, if you already have a good front section, was to cut the body in the center of the bottom edge of the door jam and replace the entire front 1/2 of the body tub. This will give you the opportunity to get rid of all the rust permanently, not have to worry about filler cracking out later. The only body work will be a short section in the rocker panel area.
I know it sounds drastic, but it might be a good solution if you have unseen rust lurking inside the cowl area.

Another way of replacing that part would be to buy a bit for your drill specialy made for removing the spots of weld that hold the two pieces of sheet metal together under the windshield. This seam is always covered with a piece of rubber that you can reuse to cover the new welding.
