fuel injection still to rich

i have been working on this 78 l jet injection for a while now , it is running rich rich, i replaced the fuel regulator, did a leak down test on the fuel injectors and found that the coldstart valve was leaking, i don't know if this is a big problem but i plugged the hole where the cold start valve attached to the intake and ran a hose in the cold start valves place. (connecting the rail). motor still as rich as it was. am i just farting in the wind by doing this???? i can find any vacuum leaks, all the plugges get very powder black and i have to clean them after running the motor for a few seconds. also the flapper is not stuck it does move and return to closed position when low idle or off. i think there is gas smell at the oil breather (is this normal)?? thanks confused!
