I said 3/16", not 1/16". If you get it "almost" free resist the temptation to tear it loose as this can leave some little bits of the bracket stuck to the underside of the tunnel that'll keep the new bracket from fitting snugly. Continue to enlarge the hole until the weld is gone (or you'll have to figure out how to grind things flat in there).

I remember there being only six. The bolt threads for the shifter are welded to the bracket only (the bolts just pass through the top of the tunnel) so you might try threading some bolts in and smacking them with a hammer to knock it free - just remember the part about cleaning up the underside before installing the new bracket.
