I have a 90 Vanagon with power steer
At low speed i get a noticable "rock" to the right and then back
It disappears the faster you go but i wouldnt way it is speed related - as in wheel balance
It is a slow pulse, like i a second?
Any ideas??

Just taking a guess but it sounds like you either have a bent wheel or a busted belt. Jack it up and spin it and see if it runs true.

By belt , do you mean power steering??
Cause that is fine.
I will check the wheels but they are mag and i cant see any marks on them - but i will jack it up and look

The belts are the plies of the tire that underlie the tread. They help keep the tread flat and if one breaks it will result in a bulge in the tread that causes the symptoms you are seeing. Pretty common to see this when you are running worn passenger tires on these heavy rigs.

Check your front tires closely, I'd be willing to bet you have a bulge in the tread.

OK - i owe you guys a beer
The front tyre had a bulge on the side of the tread.
Not the side wall - so i couldnt see it
Perfect again
