The stock T1 rocker arm shafts aren't oil grooved like the T4 or the aftermarket ones...
(Actually, I've had to oil groove the aftermarket ones myself, soooo...)

The stock T1 setup only sends oil to the rockers <10% of the time.
This is correctable, but requires work on the lifters or lifter bores, and is very much "take it all apart" work.
(Good excuse to replace the oil passage plugs and go full flow tho)

Google for HVX mod and Bob Hoover, he explains it ALL.

You should still be making a mess with the rocker covers off and the engine running.
Addendum to Newtons first law:
zero vehicles on jackstands, square gets a fresh 090 and 1911, cabby gets a blower.
EZ3.6 Vanagon after that.(mounted, needs everything finished) then Creamsicle.
