I'm reassembling the engine of a 69 Beetle after a valve job, and have two small rectangular pieces of tin with a tab at each corner. where do the go?

Sounds like you have the lower air deflectors. they snap into the lower head studs above the pushrod tubes. make sure you put them back in.

...before the pushrod tubes/heads go on...

You have to post images to a web reachable/readable site, your ISP may provide some space, or use something like photobucket etc.

Addendum to Newtons first law:
zero vehicles on jackstands, square gets a fresh 090 and 1911, cabby gets a blower.
