That's just some sealing goop on the outside of the oil pickup plug.
Ugly job, hurts nothing.
I like to pop that plug out to make sure clean the corner of that passage out, you can pull the oil pickup and it taps out with a long extension.
You will of course have to regoop it...
What do you have for measuring your bearing and case clearances?

Addendum to Newtons first law:
zero vehicles on jackstands, square gets a fresh 090 and 1911, cabby gets a blower.
EZ3.6 Vanagon after that.(mounted, needs everything finished) then Creamsicle.

I was able to blast that recess with the pressure steamer so it's sterile now.
I've go a Vernier caliper that measures in inches. Someday I'll get a metric digital version.
