Need help with 78 Bus Rear Brakes

I have a 78 Bus. I can't get the rear brakes to work properly. The 78 does not have a hardware kit. They dont have an attachment to the backing plate. I am afraid I may not have all original stuff in there (may not be 78 tranny?) and maybe that is why it doesn't work? I was wondering if I use an earlier bus backing plate and hardware kit if that would help? Any suggestions?

The brakes are independent of the transaxle on `68-up buses.
The original 211 698 009F hardware kit is obsolete, but there are aftermarket parts available.
