got a question but not vw/412 about a film

hi guys just wondering if you lot over the pond could help me, about 15 years ago i saw a film was set in america about a cop that gets to close to a atom boom going off he survives to find he has superpowers untill he see thr color red and then loses the powers. i cant remember who was in it or what it was called 
and have been looking for it to try and get a copy
