Was high idle a problem with the old carb? If so, suspect an induction leak (typically at the rubber bellows which connect the center section to the end castings, less often at the heads or carb base). If there's an intake leak you'll chase your tail forever trying to adjust the idle.
Timing's gotta be right, too - too much initial advance will cause a high idle speed that carb adjustments can't cure. Is it the 1974 "SVDA" carb (Bosch # 0 231 170 034)? For that one your base timing should be 7½° BTDC.
