How do you static time a 1600 dual port with an 009 and a Weber 2 barrel when it's not in the car?

Position #1 piston at TDC on its compression stroke. Apply power to the ignition and slowly rotate the distributor backwards (CCW) until the points open. There should be a spark at that moment. Tighten the clamp.

The engine is now statically timed at 0 degrees which should b close enough to start it when the engine is installed in the car. Once it will run you'll want to use a timing light.
