Alternator charging question

Alternator warning light stays on most of the time dash mounted voltage reading confirms alt not charging. Occasionally will go off and VM shows about 14-V 15 V. while driving
With Ignition on and D+ lifted on the alt light stays on. When I disconnect the voltage regulator the light goes off. This is a recent problem. FYI I am using a LED with a resister as my warning light but I was working fine until recently.
Do I have a VR problem or Alt problem
