74 torsion bar/ suspension ?

I have a 74 standard beetle, when I bought it the person who owned it prior had replaced the front suspension, It rides very rough. Their is no movement at all when you push down on the front. I replaced the heavy duty shochs with Brazilian shocks but that did not make a difference. When I raised the front the wheels came down about 4 inches. Is it posible the torsion bar was installed wrong ? would a brocken torsion bar make it stiff? any ideas?

Standards have twin torsion bars and shocks.
Supers have struts.

yes it's very much possible that it was assembled wrong assuming he took them apart.
you may want to check resistance in the torsion bars themselves, just because the wheels lowered doesn't mean there's spring left in the bar ends. good luck
