caster shims or not?

in the last HOT VW's they have an article about installing caster shims and how they're suppose to help tracking alot on cars with dropped front ends. i lowered my car on both front and rear and do most of my driving around town. do i really need caster shims as they do make it somewhat harder to steer around town but improve tracking on the freeway?
