L-jet help

I have just recently installed a L-jet to a 2.0 in my 74 bus. Im having problems starting the system. Im not getting the injector plugs to flicker as described in the bentley book section 10 page 19. The double relay proves fine as I am getting juice to terminal 88b. The resistors are all getting juice to the plug unit and the other four white wires. The only time I get juice to the injector plugs is when I ground the test light alligator clip on the body. Both the terminal ends are positive reading, and flicker when started. The whole engine in grounded properly whith a fresh ground strap to the body. But I am never getting juice when I contact one terminal to the other on the plug with the test light. This fuel injection ran on another bus before I bought it and saw it running. Any help would be greatly appreciated and a christmas card Thanks.
