valve confusion? new rod? arm?

I adjusted my valves last night(first time I've done this)on my 67bug(my first car). The #3 gap was tight (couldn't even fit the 0.004 feeler in) when #3 was at TDC, so I adjusted them to 0.006. Then I put #4 at TDC and adjusted, but I looked back at the valves on #3, and one was totally sloppy loose, ie big gap. Both valves on #3 should be tight when #4 is at TDC, correct? The loose one was the inside valve. If my assumption is correct, Do I need a new arm, push rod, both? On the right side, I did not notice this adjusting #1 and #2. If my assumption is wrong, What is really wrong? Thanks!
