Wiper Motor Help?

Now that my 78 bug convertible is all painted I have begun putting her back together. I can't seem to get the windshield wipers right. If I adjust the wipers in the proper position on the windshield while the wiper motor is in the park position they will go off the windshield and hit the cowl. Then if I adjust the blades so they don't hit the cowl they are half way up the windshield when the motor is in the part position. How can I correct this?
