The POR Primer should be fine. The bedliner should stick to it because they have been using that POR on hotrods a lot to keep rust from forming. What you can do is just try it on a srap piece of metal or somewhere it does not show to test it out. I would think the primer would be fine. I am planning to do the same thing.

You probably already checked it out but I read on the POR Website FAQ that: "Tie-Coat Primer is not a reactive coating (as is POR-15, which reacts to moisture), but its revolutionary adhesion promotors make it an ideal interlocking prime coat between POR-15 and various topcoats."
