floor pan repair on 73

i have a 73 std beetle. the floor pans are clean save for a little surface rust and one small rust hole on the drivers side. in this case would you just recommend having the one hole repaired and then paint the pans with POR15. ive noticed that 73+ pans cost about twice as much as 72- pans

Yes, by all means, patch the hole with whatever you like and POR the rest. Should last a long time. Undercoat the bottom with spray on undercoating or fiberglass roof cement (I like Kool Patch) for an even longer seal.
