Budget Bus Motor

Hi guys,just joined the forum.
I am rebuilding a second hand 2litre motor for a bus.Has to be low budget so no stroker cranks but done properly for a long life.
Using the standard L-jetronic fuel injection.
Crank looks good at 10 thou under,cam worn,heads cracked at exhaust seats(1 dropping out)
What would be a good valve size combination to go for since new valve seats are required?
Are reground stock cams and lifters any good(I see that web cams lists them)
Are 96mm piston cylinder sets a good idea (or is the wall thickness too thin)and if so where can I get them at a reasonable price?
Any other suggestions?
