What is the proper way to adjust the free playin the steering box-the Bentley manual says to adjust the big nut first-but you need a special tool for that. Can I just adjust the smaller nut and screw that is accessable through the cover plate?

Adjusting the smaler nut helps to a certain extent. Most of the wear occurs a the center since most driving is done at or near that point. That adjustment will allow you to take up some of the slack there in the center. You have to rock the wheel back and forth to prevent being adjuster into the crater at center and having hard spots or lumps on either side.
So you see there is actually very little that adjustmentt will do when you are actually ready for a new unit which is usually the case in a thirty year old car. Mike Basso will happily accomodate you with a new steering box
if you need it.
