Wait....what IS the pressure on the loop? If it reads high...like 35-40....either your regulaor has been adjusted too high...which is doubtful..because the pump should be able to produce at least 65 psi.
Most likely, the regulator is rusted shut. Does fuel flow from the return line downstream of the regulator? Pull it loose and see. There may be an obstruction at the end of it in the tank or pump.
The pressure guage will tell all. If you are not building pressure at the fuel loop, check to see if (a) the pump is wired properly (b) the pump is recieving 12 volts (c) if thesock filter in the tank is clogged (d) If the main filter is clogged (e) if the relief valve on teh pum may have locked open and is venting the fuel to the return line.
