I guess when VW built a car, they didn't plan for it to be still on the road 30 years later.

it is right ecdez , but vw never do expérience for wather proof in the steerofoam , for 30 years , the foam is not wather proof , only for insulation for the cold , or sound proof , on my car i remoove the foam , i replace that by silycone more sealears ,

If what I am hearing so far is a YES, then I think it should be removed from there. Question is; how??? See, I know that gas eats away at styrofoam. wonder if that'd work?

yes it is possible to removed that , wich a hook , or if you have space for to repaint afther, use chimic produc , it is hard , (ex paint remover ) the foam came liquid , but do,t wait to much ,removed only the foam not the paint , and you wash witch wather very fast afther , you need to see what job you do , for me on the front nose , i use paint remover , hi have 1/4 inchs loose behind outside steel and inside steel , and i do that fast , wash , you can use air dryer , and i put zink primer and the paint , for the rear fenders i removed the inner insulation and i use only large hook , if you have light you can see inside the rocker panel he have 1/4eachs loos inside and by the rear light he have hole , good job,,,

Albert, I think you are refering to the seat back adjusters? yes/no? They came on all wagons and two door front seats...but not on some of the 4 doors. Hard to remember. Or was it the other way around....they may have come one the 4 door "fixed" seats and not on the wagons and two doors...because the wagons and two doors had the tilt mechanism to allow the seat to bend forward for getting in the back seat.
But...if you take the seat apart to re-upholster it, you will note that the non-reclining models contain the drillings and mounts to use the recliner mechanism....which is a cross shaft, a chain drive , the knob etc. But, you will have to do slight mods to the flip forward mechanism. Ray
