Kind of. The first number of the VW part number system is the ORIGINAL vehicle the parts was designed/used for. For instance, the part number for pedal pads of the T1 and T3 is:
311-721-173A
This meant that the part was originally used on the Type 3 (311), but it also works with the Type 1. Oil pressure switch for a Bug (021-919-091B) was originally from a Type 4 (021 is usually a 1.7 T4 engine part #).
Make sense?

Correct. Just because a part number is for a specific model doesn't mean it doesn't fit other models. The only way to know if it fits other models is to have a good parts manual from a dealer or a wholesale distributor.
Remember too, the 914 was supposed to be the Type 4 sports car, utilizing the same engine as the 411. In Europe it was sold as a VW/Porsche car. You'll find a lot of common parts between the Type 4 series and the 914.

And sometimes (rarely) the system breaks down completely. For example, the Type IV CV joints have a 113 number, as does the hockey stick for a `60-`67 bus...a `66 bus has a 131 distributor. To the best of my knowledge none of these parts was ever used on a Type I (well, the Thing got the CV joints but that was after the 411). I guess it's safe to say that the part number indicates what type of vehicle they originally had the part in mind for, even if it never got it in production.
