Does a lightened flywheel cause a car to slow faster or slower when downshifting?

Deceleration rate is increased. (You slow down quicker.)

The flywheel's weight has no effect on the car's acceleration rate while you are shifting the transmission. Usually you would have the clutch pedal all the way to the floor when shifting, disconnecting the flywheel from the rest of the driveline.
