I made a quasi mini sump using an Autocraft Mini Sump (right drain plate not used). I welded a flat plate of steel on top of three 6mm (10mm wench) nuts and have a centering hole/drain plug clearance.

My theory is that my filter pump will clean the oil and any bigger bits will stay below the plate. Not using a stand off plate (like mine) will lower you oil pickup point even further and the screen will keep large chunks out of the pump.
I think your only legal solution is to over fill the motor or maybe an acu-sump.

I'm pretty sure I can run a full flow pump and filter setup. Is the main problem the length of the pickup?

Lowering the pickup is an old formula vee trick. The problem you are facing is that the stock case has plenty of oil for normal operation.
RPM and āgā force slosh reduce the amount of oil at the pickup. A dry sump would be the answer, but good luck hiding the gallons oil from the tech inspector.
