003 Automatic Trans problems, Low pressure

I have rebuilt my trans twice with the same results. IT won't develop the proper main pressure. The trans works well under normal driving applications. But under hard acceleration it slips badly going into third gear. 1st to 2nd is quite firm under hard throttle. What should I look for.I am making about 180-190 hp
