68 swingaxle squareback.
Are the axles the same length as a 68 swing type 1?

All swingaxle III axles will interchange with US-spec `68 Bug and `67/`68 `Ghia, as well as later non-US swingaxle Type I. There are size groups (denoted by paint stripes) which the factory used for selective fitting of the fulcrum plates/side gears but nobody's too concerned about those anymore...even a "wrong" healthy axle is better than a "right" sick one.
I'm not as certain about the axle tubes, however - specifically, the depth of the wheel bearing bore. If you use a "deep" cover on a "deep" axle tube the bearing will have endplay; shallow/shallow won't pinch the backing plate tight and it'll slop about. Keep the bearing retainer/seal carrier with its axle tube and there'll be no worries.
