That's some chart...It doesn't make it simple to understand when they list both 626 and 676mm lengths within the same VIN ranges. I think I've sorted it out.
According to VW's "Without Guesswork" booklet, ALL swingaxles used the 626mm bar and all IRS used the 676mm.
The "standard" pre`67 Squareback (without M267) used the 24x626mm 361 511 115/116 and the pre`67 non-Squarebacks used the 23x626mm 311 511 115/116.
`66 Squarebacks with the M267 option, all `67 Squarebacks, "standard" `68 Squarebacks (without M249), and `69-up Squarebacks with the M263 option used the same 23x626mm as the pre`67 non-Squarebacks.
"Standard" `69-up Squarebacks (without M263) got the 23.5x676mm 361 511 115C/116C. Evidently this was also an alternate configuration for some `68 Squarebacks, with M249. Note that the long bars take a different, dual-leaf springplate P/N 113 511 205 (the "113" indicates that the part was originally designed/intended for the Beetle). I've never seen an automatic-equipped 1968 Type III, but I presume that like the AutoStick Type I they were available (and IRS) while the 4-speed remained swingaxle until `69...and although no swingaxle cars were imported to the US market after the `68 model year they remained available in other parts of the world. Apparently that's what M263 got ya, the same setup as the "standard" `67/`68 - unless there's some other detail that's different (like the Z-bar diameter) we can probably assume that M267 and M263 are just different nomenclature for the same hardware.
`67 & `68 non-Squarebacks also followed the standard VW/Porsche formula by going down 1mm from their non-Z-bar size, to the 22x626mm 311 511 115B; as with the Squarebacks, some `68 and all `69 were available in IRS, but for the non-Squarebacks that was the 22x676mm 311 511 115D.

all this just reminded me that the brown bentley manual has the wrong spec for the rear torsion bar angle for the automatics

The non-squareback automatics (22x676mm bars) were set 1° higher than the 4-speed, but for the Squares with 23.5x676mm bars there was no difference.
The brown Bentley only lists the settings for manual transmission, but it does specify "manual" which should raise a question in the reader's mind.
