one bad IV

I have got a 75 914, that had originally had the 2.0L and I had upgraded to the 96mm piston and cylinder kit and did some nasty damage to it by trying to pass smog (which it never did, damn nevada smog restrictions), anyways I gave up on and moved to indy (where thank the car god no emissions testing) and now I want to build one bad ass motor. I am really hoping for some help on what to do. This motor is gonna be kind of an in between, track and street. I have every intention of club racing it but want to take no chance on reliability. I want it high revving with lots and lots and torque ( quite a task I know). Anyways thanks for any advice!!

Jake Raby 2056cc kit will get you 115hp with lots of torque (DJET FI)
Jake Raby 2270cc kit will get you 170hp with lots of torque (FI)

And either one will bump you straight into the "cubic dollars" classes in club racing, where you will be a "moving chicane" for everyone else on the track.
