Proper starter/solenoid '77 2-liter EFI

I have a '77 Westie with a 2-liter EFI engine. I have been having some starter problems. After searching the forums, I have tried the jumping, the ignition switch, quite a few different checks.
The dash lights all come on with the key turn. No solenoid click, no starter spin. Battery charge is fine.
My question. I understand that the EFI 2-liter needs a three spade solenoid. When I'm under the bus (fortunately not like a politician's staff and friends), the solenoid on my starter has two spades and the large nut. As this engine was recently changed back to EFI from an atrociously bad dual carb setup, did we miss the solenoid in the conversion?
Oh, and this is a new problem. It has been starting and running fine for the last several months.

The wire that energizes the solenoid also need to run to the fuel pump side of the double relay. This allows the fuel pump to run when you first hit the key. This only requires two spade terminals on the solenoid, both hooked to the same circuit.

If your starter isn't energizing it could be several thing. Worn or corroded brushes, bad electrical connections, including the ground, and a bad solenoid. Typically there is so much voltage drop between the battery, the ignition switch, and the solenoid that the solenoid will fail to operate. Many people added a "Hot Start Relay" to the system to get the voltage up at the solenoid.
