I have a grinding noise coming from the front wheels after 25 MPH.
-The rotors are a little rusty, would this do it?
- The wheel bearings seem like they were recently replaced, but spin freely and quietly. Could they be junk bearings?

Its pretty much driving me crazy at this point.

it could be the rotors, try hitting the brakes hard a few times at a slow speed and see if it goes away. Junk bearings? never experienced that but try greasing them. Also look for anything weird around the calipers, maybe somethings dragging on the rotor

I think I am going to try new rotors like you say. If I jack the car up and spin the front wheel, it spins freely from 12 o'clock to 4 o'clock, but hits noisy resistance from 4 to 12.

sounds like rotors. jack it up, tap the pads back a tad w/ a hammer/screwdriver and spin it again, if the noise goes away than it is just the pads rubbing on high spots on the rotors or rust spots, and new rotors or getting them turned will fix it.
has the car been sitting? if thats the case sometimes if you jsut ignore it it will go away in a week.

I found some water in the front bearings that came in from the speedo cable.
I replaced the bearings and now it is pleasantly quiet.

Replace the rubber bushing on the back of the spindle the speedo cable goes through...

how the heck do you get that in??? I gave up, its just sitting there on my cable. couldn't put it in first, coulnd't put it in after, whats the trick?

...there's a very naughty joke to be made here, but I'll have to let it slide since it's a family forum.

Lets just say that it it doesn't fit, put some lube on it and push harder and repeatedly until it does.

First--- make sure all of the old one really came out, or it really won't fit, regardless of your enthusiasm.

Just like you were taught,. . . ALWAYS PUT THE RUBBER ON FIRST. Use lube. Then stick your lubed cable into the hole in the rubber. Yeah, I was laughing the whole time I typed that. . .

its a good thing this aint the ORF. I wil give it another shot, my old rubber was still fine for a second round, but I just couldn't get it in. put the rubber in first, lubed it up, and then after a half hour of tring there was lube every where and I jsut kept slipping and sliding down the cable and gave up. installed the cable, wedge the rubber atiny bit in, and covered it in a water tight layer of grease. you laugh, but I jsut repacked and it was water free despite many water crossings. I didn't use slicon for fear of cleanup, hard to get that goop out of every nook and cranny if I ever want to do it right later.
