Vibration of the front end

When I drive my 74 standard Beetle on 40-45 MPH I feel that the front end vibrate . Does it need alignment?

Alignment doesn't cause vibration, tire/wheel balance or out of round/eccentricity does.

Two things that can contribute to this are wheel balance and your steering damper.

You can try rotating the wheels. Two ways, one is to take out all the wheel bolts and turn the drum by ¼ turn, then put the bolts back in. Repeat two more times if it doesn't work.
Or, swap the front wheels with the rears.

If it's been a long time since your wheels have been balanced, have them done again.

Take your steering damper out and see if it's working right. Likely it's shot.

I did rotate the tires but the vibration still exists
