Hand brake

I have a 69 VW chassis under a MaxiTaxi. I would like to replace the handbrake for a newer version. Also attached to the handbrake mechanism and on the right side is an additional smaller lever that pulls upon two smaller cables that route toward the back of the chassis. There does not appear to be a pall in that lever as there is in the handbrake. What is the additional smaller lever for? What does it do?

Mine had two levers, one on each side of the e-brake (the larger square hole in the middle) and I think they were for the heater controls but I could be wrong. I think the handles are attached to the e-brake handle based on my Haynes manual Page 3-6 fig. 7.8a at the bottom and the lines go through the two side holes.
Since I am building an open car with no heater channels they weren't needed so I closed the notches up.

The center opening is the parking brake and two side slots are for the heater controls. Looks like the PO cut the mounting plate off the tunnel. See here for more detail --

Yes, you are correct on the hole and slots.
By-the-way, hydraulic parking brakes, as far as I know, are still DOT illegal in all states to have on the street as they can cause big problems.
The day I bought my blue buggy's (the pan's tunnel had been fracturing at the spot 1" behind the e-brake hole, where the shortening of the pan starts) manual e-brake had been removed and a hydraulic e-brake was added. The e-brake on it let go and the buggy went rolling down the alley backwards and almost into the street but near the end of the alley it veered into a fence because of it's not holding like one would think/hope. Also, I have had the brakes lock up on me too with that hydraulic e-brake and I would have to open a brake bleeding valve once the brake having the problem was discovered (usually the driver's side).
Since it is a sand only buggy I don't have an e-brake anymore... I just pop the clutch for a second and the paddles will dig a small hole in the sand and that works.
