I want a Ghia
Anyone know where i can by a ghia in California and make payments on it. Looking for a daily Driver or a Slight Fixer Upper

Try that, as far as making payments, the best you can hope for is probably to get a small loan from the bank (it will probably be unsecured because they may not want to take a 30 y/o car as collateral like they do a new one) or maybe find someone who will let you pay them in a few payments and they will keep the title till you are paid off.
