Borrowing a bus

My friend is letting me barrow his '69 bus since mine is getting baja-ized. The problem is it not running very well. It has the stock 1600 sp engine and at high rpm's it 'chugs' and looses power. The fuel lines are clear as is the new fuel filter. I think the carb needs to be rebuilt. After running it we pulled the fuel line from the carb and there was so much pressure built up it shot fuel all over the place. Talk about a fire hazard. So that being said, the fuel pump is fine. What do you all think?

You aren't supposed to run a SP at high rpms.:) The pressure in your fuel line means your inlet valve on your carburetor is seating well. THe heat makes it pressurize more when you shut down and let it sit a little.
I assume you have checked dwell, timing, and valve gaps. Sometimes plugs, wires, cap and rotor help this stuff. Make sure the points haven't transferred half the material to the other side. I'd give it a good tune-up before rebuilding the carburetor.
